Framework agreements and their contractual relationships are established to produce an agreement between stakeholders to construct during an agreed period of time.
The complexity of the scope of works associated with these frameworks often leads to procurement, operational and commercial difficulties.
One of the fundamental reasons for this is a misunderstanding of the obligations of the parties contained in the framework agreements and contract conditions contained therein. This problem is exacerbated by the volume of documents included in the agreement.
GMS Ltd are a unique chartered consultancy who have developed, presented and tested solutions to this particular problem.
HOW WE WORK.
GMS operate the following 5-point process.
1 - Shortly after the agreement of a framework GMS are sent securely all executed framework agreements, contracts and supporting / supplementary documents together with any reports, additional information, data, appendices or schedules that are referred to in the contractual text.
2 - Irrespective of the volume, we prepare presentations that summarise the key operation and commercial stakeholder obligations, and we roll out to staff selected by our clients using methods and timings that work for them. This is often a mixture of face to face and remote learning.
3 - The presentations are updated regularly to incorporate real time recommendations by the attendees. Sub-presentations are also prepared to reflect selected key areas of improvement that could include design obligations, programme submission protocols, administrative notice provisions and the procurement process.
4 - GMS also prepare commercial guidance handbooks and project execution plans which are non-binding documents that allow new and incumbent stakeholders to appreciate and understand key framework obligations.
5 - Ideally our services are retained to maintain momentum throughout the framework period to ensure ongoing improvement in the learning and development arena.
